The conference was co-chaired by President of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council Prof. Dr. Nguyen Xuan Thang, Minister of Public Security General Luong Tam Quang, Deputy Head of the Central Commission for Communication, Education and Mass Mobilization Dr. Pham Tat Thang, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi, Secretary of the Nghe An Provincial Party Committee Nguyen Duc Tung and Vice President of the Ho Chi Minh National Academy of Politics Prof. Dr. Le Van Loi.
